With each new UPI – NEIU agreement comes the requirement to review the current Application of Criteria (DAC) and incorporate the negotiated changes as well as revise DAC language when appropriate. Last November, chairs and coordinators attended meetings of their respective Dean’s Councils and received the following materials about the required changes and the time line for the DAC revision.
I have highlighted the time line for the DAC revision.
Please note that all Instructors and Academic Resource Professionals must be included in the revision of their DAC, vote on the revision of their DAC and be included in the discusion (and vote) on the composition of their DPC. It is absolutely imperative that you participate in this process since these will be the criteria used to evaluate your performance as well as which of your colleagues will participate in your evaluation. I’ve attached information about DAC revision for instructors and academic resource professionals. I will send a separate email with the new evaluation process for instructors.

Membership meetings are scheduled this week as follows:

Agenda includes: Discussion of changes in chapter bylaws and the upcoming Local and Chapter elections.
If you cannot attend one of the meetings but would like to vote on the proposed changes of the bylaws, you can do so by clicking on the link below and casting your vote. I’ve attached the chapter bylaws so that you can review the proposed changes. There is a copy of the sample ballot below that contains a brief summary of the changes to the chapter bylaws and the vote. SAMPLE BALLOT
All members received via NEIU/UPI listserv the proposed amendments to the chapter bylaws in which additions appear in red and all deletions are struck through. Please find below a brief summary of these changes.
Change 1: Increased number of elected representatives from the membership to serve on chapter executive committee from eight constituency representatives to thirteen with the addition of five At-Large representatives.
Current constituency representatives: Three Teaching Professionals (one from each college); One Resource Professional; Two Instructors (CAS and COE) and Two Academic Support Professionals (Main campus and CTC/CCICS/El Centro)
New positions (5) added to executive committee: Five At-Large Representatives: Two Teaching or Resource Professionals; Two Instructors and One Academic Support Professional or Academic Resource Professional
Change 2: Added administrative responsibilities for the UPI sick leave bank to the job descriptions of the Chapter Vice President, Treasurer and one executive board committee member.
Other changes: Language and calendar dates clarified or made current

The new contract language about the re-employment roster for instructors is the same as it was in previous contracts. You must notify your department chair that you wish to be re-employed for the next academic year. You must do this by February 15. I have included the relevant contract language from Article 31 below.
(c) Re-employment Roster for Instructors
(1) By February 15 of each academic year, individuals holding Instructor appointments shall notify, electronically or in writing, the Chair of the Department in which they hold their appointment if they wish to be considered during the subsequent academic year for any available Instructor appointment for which they are qualified.
(2) The Instructor is responsible for maintaining her/his directory information on the University’s portal.
(3) By March 15, the Department Chair shall develop a listing of all Instructors wishing to have appointments in the Department in the subsequent academic year. To be placed on the Re-employment roster, an Instructor must have received a satisfactory evaluation as conducted in accordance with the Article on Evaluation and Evaluation Criteria in this Agreement. Any Instructor receiving a rating of unsatisfactory will not be placed on the Re-employment roster except for Instructors with 5 or more years of service with satisfactory ratings in each of the five years; they will be placed on a one-year probationary status. Such probationary Instructors shall retain their position on the reemployment roster. If the subsequent evaluation is again unsatisfactory they will be removed from the roster; if it is satisfactory they will be removed from probation and retained on the roster. Position on the roster shall be determined by seniority of years of service or by lottery when service dates are the same. Percentage of employment shall not affect placement on the Re-employment roster.
